FORECAST FOR TO-DAY CONDITIONS TO IMPROVE [Per Press Association.] WELLINGTON, Feb. 3. The Government forecast is as follows: Present indications are for moderate to strong south-westerly winds, squally at times along the East Coast. Weather changeable and showery, but conditions improving soon. Barometer rising everywhere.
