SCOTTISH ELECTORS SOUND MODERATE GAINS LONDON, Nov. 4. Complete returns of the Scottish municipal elections reveal comparatively little change in the parties as a whole. A feature has been the success of the moderates in the Clydebank, where they made a clean sweep gaining four from Labour. The Communist candidates were routed in every constituency.
