LABOUR IMPROVES POSITION Received November 3, 8.30 p.m. Reuter. London, Nov. 2. Results of the municipal elections in England and Wales show that Labour has substantially improved its position, gaining many seats from Conservatives and Liberals. A similar result is shown in the few London contests so far declared. SOCIALISTS LN MINORITY REFORMERS STILL IN THE LEAD Received November 3, 8.30 p.m. LONDON, Nov. 2. Though the Socialists gained many seats in the English municipal elections, the mass (attack on London failed. The Socialists lost 316 seats in London in 1922, whereof they retrieved about a quarter of the seats, but moderate Reformers still have a considerable majority on most councils.
