ANOTHER OUTBREAK MUTINY AND SECESSIONS Received November 1, 11.5 p.m. PEKING, Oct. 31. Official reports originating from Allied quarters at Nanking and Hankow assert that a division of Feng Tien troops mutined and looted Hsu Chow, They then retreated, whereupon Allied forces occupied Hsu Chow, According to Wei Pei Fu’s headquarters, the Honan and Tupan provinces have joined the Allied forces. Honan ites are inarching upon Hsu Chow and Feng Yuh Siang has declared war against Chang Tso Lin.
