GERMAN SOCIALIST OBJECTION AMENDMENT PROBABLE. Received October 30..10.30 p.m. LONDON, Oct. 30. The ’ “Daily Telegraph’s” Berlin correspondent points out that the Socialist resolution against ratification of the Locarno treaty by this Reichstag may be changed at a more important meeting on November 6. Meantime, Herr Luther, speaking at Essen, stated that if the treaty was not ratified by this Reichstag an election will follow, but he had no doubt that if the Rhineland questions were settled the majority of the people would vote for the treaty.
