ALL UNDER A FOG CONFLICTING REPORTS PEKING, Oct. 28. Advices from Tsingtao state that 3009 Fengtienites boarded four gunboats
and three transports with large supplies of ammunition ready to proceed to Haichow to participate in a flank attack on the allies and simultaneously to start a drive southwards. The main Fengtien army, which is in a strong position southward of Hsuchow, commands a 50-mile front. The Honan troops are keeping well inside the borders. Reports are conflicting regarding their real attitude.
