MANDATES COMMISSION
WATCHING LIQUOR TRAFFIC. EX-ENEMY ESTATES. GENEVA, Oct. 25. The Mandates Commission considered a memorandum submitted by a Dutch member on the question of whether Article XXII. of the Covenant conflicts with stipulations of B and C mandates on the subject of liquor traffic. It was decided that the commission should follow the terms of the Article in the covenant and watch the liquor traffic. The commission is discussing exenemy properties. It agreed to Sir Frederick Lugardos proposals that each mandatory country should be asked whether any stick. estates were sold or retained, and whether the mandatory country objected to their being sold at auction, whether these were ex-enemy properties or business other than landed estates, and if so, how they were dealt with.
The commission has completed its examination of the Japanese report of the administration of the South Sea Islands.
