It is reported that the commander of ’the Whampoa Cadets, submitted to the [Chinese plans with the view to the capture of Shameen and Kowloon simultaneously, with the assistance of expert Russian aviators. THE SHANGHAI INQUIRY “BRITAIN WILL STAND BY THE VERDICT.' ’ Received Julv 11 10.45 p.m. LONDON July 12. The Observer in an article regarding the troubles in China says: The British Government ’s view is final and impartial. The. verdict on Shanghai events should be pronounced as soon as possible. Since the investigations were started in Shanghai they were thwarted by a Chinese attempt to open irrelevant issues, and since those started in Peking have thus far been delayed by the refusal of the Chinese to participate there may be a case of a new , international inquiry. By whatever moans, however, the British Government would welcome a verdict and abide by it. whether or not it involved tho censure of anv British official. SHANGHAI QUIETER STRIKE FUNDS RUIT LOW. Ihe French Minister has resigned from the commission appointed by the Powers to negotiate regarding the Shanghai affair. The French Legation has i.-sued an explanation that a divergence of interpretation has arisen between the diplomatic bodies and the Shanghai Municipal Council, and in what relation it stands to the legations at Peking. The legations hold the opinion that the powers of the council are purely of an administrative nature and the power of international settlement rests with the interested Governments whose representatives at Shanghai are consuls, subject to the authority of the legations, while the Municipal Council holds it is only responsible to the ratepayers. The French I Minister considers that pending a settlement of this -controversy it is useless to start negotiations. INFLAMMATORY POSTERS Received July 12, 8.30 p.m. PEKING, July 11.
