GENEVA, June 25. A comprehensive statement of recent activities in the Permanent Mandates Commi>wion read by Rappard, head of the Mandates Section, referred fo the South African and Commonwealth Government’s asqutescence to the desirability of expending international conventions to mandated territories. The Australian Government expressly declares its inability to recognise the League’s right to cancel a mandate without the consent of the mandatory, and it thinks the consent of the Council of the League should be obtained in regard to mortgaging the public works in mandated territories, and that the rights or liabilities of the mandatory should not be prejudiced fey a transfer to another..
