Senator Swanson, a Democrat, of Virginia, will introduce in the Senate i resolution providing for American participation in a World Court, with reservations as recommended by Mr Hughes, the chief of which states: * ‘Such adhesion to the Court shall not be taken to involve legal relation on the part of the United States to the League of Nations, or the assumption of obligation by the United States under the covenant of the League.”
