DISLOYALTY BY' EXTRAVAGANCE SYDNEY, July 30. The Commissioner, reporting on the Federal Public Service Admin isiratiou, states that the affiliation of the Puolic Service Association with outside Labour Unions has resulted in a pernicious effect on the morale of the service. 'The results of six years ot Public Service arbitration nave been disloyalty, extravagance, and reduced efficiency.
