SENATOR LODGE'S VIEWS,
WASHINGTON, Dec. 1
Senator Lodge, in a statement, said the reservations did not nullify the Treaty. They were designed solely to protect the safety, independence, and sovereignty of the United States. These reservations constitute the irreducible minimum. Immaterial verbal changes would be foolish and needless. If President Wilson desires to have prompt ratification of the Treaty he need only accept the restrictions as they stand.
