MYSTERIOUS ARREST.
MUCH SPECULATION CAUSED.
Received December 4, 10.10 p.m. LONDON, December 1. There is much speculation as to
why British destroyers escorted two Kiel tugs, with German officers, to Dover, where they ' are -strongly guarded. The Admiralty denies a statement that the officers are submariners brought for trial. Other suggestions are that the officers were trying to make a dash for America.
