THE BALANCE OF POWER.
"There are nov; three parties, Mr Massey's party, Sir Joseph Ward's party, and the so-called Labour Party," said the Hon. W. H. Herries at Tauranga. "Mr Massey's party is the strongest. The Labour Party is almost entirely in the hands of the extremists, who are verging on anarchy. What is wanted, if a combination of the two great parties cannot ' 3 secured, is that one of the parties chall be so strong that it will have a majority over the other party and the extremists put together. The extremists will not then be in possession of the balance of power. The electors should see that Mr Massey's party, thj Reform Party, being now the strongest, is made still stronger and firmer."
