BOLSHEVIK RULE TOTTERING

The "Herald's" London correspondent interviewed Sokoloff, a Russian economist, who is a Bolshevik and a close friend of Lenin and Trotsky. Sokoloff, who has just arrived from Russia, said the Bolshevik regime was unsuccessful because it failed to keep the labouring classes disciplined. The Government compelled peasants to pay levies although they had planned that the , levies should come froia the bourgeoise. The land condition had been allowed to become chaotic. The Government had failed to establish State farm. Inefficiency and corruption among local Bolshevik authorities had also contributed to the failure. The Lenin-Trotsky Government was collapsing.
