THE COMMISSION'S REPORT

The Punishment for Crimes Commission's report covers sixty-nine pages. It has been circulated among the Conference delegates. In consequence of • many German officers serving with the Bolshevik army, a clause will be inserted in the military terms of the peace treaty forbidding German military missions abroad for the purpose of training.
