DAILY BECOMING MORE SERIOUS.
(Received April 23, 10.15 p.m.) LONDON, April 20.
General Plumer, commanding the army on the Rhine, has issued a proclamation warning the workers against causing disorder similar to that prevailing in the unoccupied portion of Westphalia. The proclamation states: The condition of affairs throughout Germany is becoming daily more serious owing to industrial unrest and the prevalence cf strikes.
