Admiral Jellicoe, speaking at Sheffield, said that evidence of the effectiveness of the blockade was that earJy •in 1915 266 out of 1400 ships passed the blockade line without being boarded, while at the end of 1916 only 60 out of 3000 got through uninterrupted.
