■ ■ ' ' OTTAWA, August 30. The Liberals stipulated as a condition for the formation of a Coalition Cabinet that Sir R. L. Borden resign the Premiership in Sir Geo. Foster's favour. Sir ±t. L. Borden agreed, but the Conservatives met and refused to accept 3ir R. L. Borden's resignation on any terms.
