The War Cabinet has sanctioned a new scheme for the supervision of the collection and diffusion of commercial intellfeence throughout the Empire. It is intended to reform the Consular service, providing changes in commercial attaches and .consular services qy the creation of an enlarged commercial intelligence department represented in Parliament by a Parliamentary secretary occupying the dual position; an additional Parliamentary secretary at the Board of Trade; also an additional Parliamentary undar-secre-tary of foreign affairs and an advisory committee of business men assisting the department. >
