Received August 30, 8.30 pm. ' PETROGRAD; August 30. In closing the Conference, Keren15ky announced the inflexible determination of the Government to re- | store discipline in the army. He ■warned the forces of anarchy that they would find an implacable enemy in. democratic Russia. , Concluding, he said: "As Minister of Justice, I abolished the death penalty. As Minister of War I decree that it is necessary to partially re-establish it. This re-establishment hurts us to the very soul: but, for the salvation of the country, we will kill with all our soul."
