All realised the danger of Germany again possessing colonies near them. He oirged the Government to immediately carry out the Imperial Conference's recommendations in order to make the Empire's harbours adequate; to ensure sufficient food supplies and the transport thereof; to control the Empire's resources for national purposes; and to encourage the Empire's manufactures.
