THE KAISER'S TELEGRAM.
AMSTERDAM, August 13. Semi-official.—The North German Gazette denies the existence of the Kaiser's telegram revealed in Mr Gerard's memoirs, and states that it is possible the Kaiser prepared the memorandum to prevent Mr Gerard - sending wrong information to Washington, but the Kaiser's notes were not destined for President Wilson.
