SUBMARINE PIRATES.
LONDON, August 12
The Lord "Chancellor expressed the opinion that Germany's submarine methods are absolutely illegal. Although international law is suspended it is not dead. When the Allies dictate their peace terms they should insist that Germany's comshould not be a defence to one who perpetrated piratical outrages, and persons guilty should meet the fate of pirates.
