Mr. Lloyd George said conscription had been justified. It had already produced a very considerable number of men. it was too early t o estimate th» full results of the Military Service Acts, but he was able to say th*»v had produced a force without whicb. it would have been impossible to caivy on the war. Further nunibera woi^ld be <vailable by restricting exomptv.ns, which he admitted were much too numerous. The actual numbers of exemptions would startle the House. Where exemptions in other democratic countries amounted to Hundreds of thousands, our exemptions were at th© rate ct millions. This was the richest country in the world before the war, snd would be the same after the war. He believed the Government possessed power to deal with exemptions; if it did not. hfe ■would ask the House to take steps to render the country's en tiro, resources available. All wealth zm.6. man nower should be utilised to the utmost to win the war. Regarding the present position, we had sufficient men, but we must look shead to the possibility of j* prolonged campaign, it would be tolly to do otherwise. If the war ended at an earlier date tlutn was anticipated, our preparations for a prolonged campaign, would not interfere with trade and commerce, but if th© waf lasted longer than some people anticipated, end we had not made preparations, the result would, be'exceeding!?
disastrous for tis. liVe must lay. th 3 foundations for a war extending ovpv a long period. That was how to ensure victory. Some members talked of broken homes and health. There were such things as broken treaties and iaith. The fnture must be based on the foundations of public faith. Unless, that, was established throughout Europe and thj world now at all costs, depend upon :+- ---instead of broken homes for a few years we would suffer ror generation* and centuries to come. .
