Received July 23, 5.5 p.m. TOKIO, July 22. The conclusion of the Russo-Jap-anese convention was enthusiasti/c'vaijy Celebrated in the principal cjJs^es. Baron Okuma says the treaty signifies paramount possession by Jaand Russia in the Orient.
