(United Press Association.—Copyright.") LONDON, December 12. The Peace Conference opens on Monday. Sir E. Grey, speaking in the Commons, said he hoped the Ambassadors would' meet next week. The fact that the consultation would be (non-commit-tal was an indication that 'the Powers were not certain that the solution" of all the difficulties was in sight. On the other hand, the agreement to consult was evidence that a. solution was not regarded as impossible.
