HOME RULE.

LONDON, December 11. ■On the Home Rule Bill Sir Rufus Isaacs moved to omit the section fixing tho meeting of the first Parliament in September, 1913, and substitute that it meets eight .months after the Royal assent,- with the reservation empowering the Government to date seven months earlier or later. The motion was carried.
The Government conceded to the Irish Constabulary the right of voluntary retirement on a pension for those unwilling to serve the Irish Government.
