LONDON, December 12. The " Liverpool Courier" makes an urgent appeal to Lord Lansdowne to reconsider his decision and renew tha pledge to submit Tariff Reform to a referendum. This was the only 'Way to save Yorkshire and Lancashire for the Unionists. The latter desired a speedy dissolution, but feared the Government's escape meant an irrelevant free food cry.
