A communication which has been re^ ceived here says "there is grave dissatisfaction .amongst the leading Cardinab of the Roman Catholic Church, including some who have formerly been Papa) Nuneics to Spain. Exception is taken by them to Cardinal Merry del Val, tho Papal Secretary of State., and consulting the Congregation on Extraordinary Affairs in connection with the Spanish crisis. The congregation, it is pointed out, was not thus ignored in the days of Pope Leo XIII.
Every decision regarding Spain was duo to. Cardinal Merry del Val> and the Spanish Cardinal Vives of Tiifca, tha latter having been a life-long monk and altogether unfamiliar with democratic ideals. Tlio Cardinals had drawn up a remonstrance to thß Pone against the 'destruction of Popa Leo';-; work in establishing relations, .with all the Powers excepting Great Britain . and the United States, but the remonstrance was ultimately abandoned as being useless, Popo Pin?, being in invariable agreement with Cardir.al Merry del Val in Foreign Affairs.
