The."Times," in a leader, snys.thc general consensus of business opinion in tho United States is that the excess of optionism since the' summer of 1903 necessitates a curb on the exuberance of commercial and industrial aspirations. The New York associated banks with difficulty brought loans and discounts'"below the deposit. Financiers are uneasy owing to the increase in railway companies' .foreign, ■indebtedness, and the surprising frivolity of the fanners' and citizens of the Western States, who. intoxicated with'the high. profit 3, have looked up the resources not only in bricks and mortar, but. they havo got a craze for automobiles.

It is .reported at Washington that President Taft has made terms with the insurgents? of his party. Mr Ballinger, Secretary of the Interior, shortly retires. The Administration wiil not help Mr Cannons' re-election to. the Speakership.
