LONDON, March 27
Sir Gilbert Parker, speaking at Muswell Hill, said the Government's reply to New Zealand's offer was either a wilful misconception or a blind inappreciation cf its benefits, especially as it was a magnificent demonstration of the growing sens-3 by the Colonies of their moral obligation to share in the responsibilities of the Empire. The reply contained the same elements of quibble that the Government had shown in relation to the four Dreadnoughts.
