CONSTANTINOPLE, August 31. The Turkish War Office is to prosecute General Ahmed Afif Pasha for extensive, army frauds. The Serboatoman Democratic League has issued a manifesto abandoning the revolutionary organisation, being convinced that the new Turkish Constitution sufficiently guarantees the development of the Fatherland.
