MELBOURNE, November 20

The Hon. A. Deakin ultimately announced that an arrangement had been arrived at. He said <he believed the opinion of the majority was that a proposal to gag was called for. On the other hand, the Opposition took a stand which under the circumstances did hot justify the proposal. He thought that on both sides there had been a clear affirmation of the position ,and both sides were equally resolute. Therefore he moved that the House adjourn till to-morrow, when a new Standing Order would be submitted for full examination, and when no attempt would be made to restrict the freedom of the House insubmitting any amendment desired. He hoped that a division could be taken by Thursday.

The Leader of the Opposition agreed to the proposal, and the House adjorned.

Several members who were hostile to Mr Deakin's action, declare that they will not assist him again to maintain a quorum or prevent an adjournment of any debate.

It is understood that Mr Watson supports the. action of the Government.
