United Press Association—Copyright. Received July 11, 8.38 p.m. LONDON, July 11. In the House of Lords a discussion arose with regard to Mr. Balfour's statement cabled on May 12. Lord Roberts declared that the army is as unfitted and unprepared for war as it was in 1899. He emphasised the i fact that there was insufficient musketry practice, and a lack of a sufficient and efficient reserve. Lord Lansdowne declared that the Defence Committee was determined tc maintain the auxiliary force, both in strength and efficiency, and render it fit for its duties.
