Per Proas Associiaton. WELLINGTON, November 16. The Council met at 2.30.

The Labour Department Bill was reported from committee with verbal amendments suggested by the Labour Bills Committee.

The Maori Council Bill was read a second tim,e and referred t<o the Native affairs Committee.

The Paeroa-Waihi Railway Bill, to enable the Government to raise £75,000 by debentures at 3 per cent, for eighi years for the construction of the railway, was read a second time.

The School Committees' Funds Bill, to enable Committees' funds to be operated on through the Post Office Savings Bank, and - .the Patriotic Funds Bill were read a second time.

The Coastwise Trade Bill was passed through committee, with a new clause moved by the Hon. T. Kelly, to the effect that when the forfeiture of a ship made for any offence the Governor may direct restoration on such conditions as he may think fit. The Timber Export Duty Bill and the Rating on Unimproved Value Bill, reported from committee unamended, were read a third time and passed. The Council adjourned until 8 p.m.
