Notwithstanding that attention l..is been drawn to the necessity of having books, packets, and newspapers weighed in order to ascertain the correct amount of postage to affix, we are informed that quite a number of these articles have already been posted insufficiently stamped'; the news s papers are not only charged double deficiency to addressee, but are not sent forward with 'Frisco mail, therefor© do not reach destination for some time after they would do if sufficiently stamped.
