LONDON, October 2.
The Japanese claim to impose a house tax on foreigners has been referred to two members of the Hague Initmiational Arbitration Tribunal—one named by Japan, and the other by Britain, France, andl Germany, the arbitrators to choose an, umpire.
Baring Brothers are issuing at par a> Japanese 5 per cent, loan of five millions sterling.
