Washington, March 1. Weyler, the Spanish commandant in Cuha, is eeizing the prapoity of persons absent from their homes. It is reported that President Cleveland is much concerned at tho resolution carried for his mediating in the dispute, and is adverse to intei'iere with the Coueul's report Tho resolution magnified the position and Congress was ignorant of the situation.
