The Full Court to-day delivered an important decision, holding that a prisoner who had been convicted twice of tho same offence should be discharged. The prisoner's first conviction had boon quashed, on the ground that evidence had been allowed which was inadmissible ; nevertheless, on the second trial he was again convicted. The Chief Justice differed from the view taken by the rest of the Court, and argued that the second conviction should hold good. The crew of the Norwegian barque Strausa have arrived here. The vessel, which was of wood, was bound from Natal to Tonga to load copra. She struck on a rock at Wallace Island, hung on it for some time, and then capsized and drifted on to a Band bank and broke up. The crew were hospitably treated by the natives. Melbourne, March 30. Tho further trial of Speight v. Syme begins on Monday. The Australian Natives' Conference has decided to support the women's franchise and tho fixing of a minimum rate of wages. Rome, March 30. The Kin? of Italy opened the Medica Congress yesterday. The ceremony was of a brilliant character. London, March 30. Mr Mundolla to-day again introduced the Settlement of Labour Disputes Bill. Obituary— Lord Hannen. •The Dock Company's experiment upon the discharge of meat direct into the frozen stores has been a success. The Nairnshire's cargo was unloaded in two days and a half. The New Zealand loan conversion operations are proceeding well. A quarter of a millions' worth of bonds have, so far, been operated on. Mr Huddart is aranging with the Canadian Pacific Railway Company to erect cold stores at Vancouver. Washington, March 30. The President's Message declares the Seigniorage Bill a dangerous measure, hbely to revive the|financial crisis. He believes it would be safe|to coin seigniorage silver if the Government wore granted wider power to issue bonds in order to protect the gold reserve. Vienna, March 29. The Emperors of Austria imd Germany had a cordial meeting at Abbazia, on the Adriatic. The monarchs twice exchanged embraces in the presence of a dense crowd.
