-♦ [By Electric Telegbaph— Copyright.] (Peb Press Association). London, July 18. Clause 27, referring to the judges and civil servants in Ireland, was carried. The Hon. J. Morley, Chief Secretary for Ireland, explained that it was intended as a measure of protection to the civil servants. At the end of five years, the Irish Government would obtain control of the whole of the service, July 19. In the House of Commons to-day the Hon, Mr Balfour moved, as an amendment to the clause under discussion in the Home Rule Bill, that no Civil Servant in Ireland be dismissed until he had been offei ed an equivalent position in England or Scotland. The amendment was rejected by a majority of 42.
