The House met at 2.80. PRIVATE BILLS. The following private Bills were read a second time : — Wellington Harbour Board and Corporation Land Act 1860 Amendment (Mr 0. Johnston). Trustees, Executors, and- 'Agency Company of New Zealand Limited (Mr. Fulton.) : ' THE CHINESE. ; Mr Daniel, gavo notice of a Bill disqualifying the Chinese from holding miners' rights and business licenses on gold fields. . ■ THE GOVERNOR. Mr Rolleston announced that the Governor had obtained from the Queen six months' leave of absence to visit England, and that he would shortly avail himself of the permission. ANSWERS TO QUESTIONS. Beplying to questions, it was stated that Government would not amend the Bepresentation Act so as to extend the the franchise to seamen afloat. — The Land Act would be amended so as_ to enable deferred-payment settlers taking up further sections under thesamesystem. — At the close of the session the Native Minister would meet Tawhaio and Bewi at Auckland to settle the difficulty re the King Country.— ; An alternative tender for a weekly and fortnightly mail servico between Longford, Hampden, and Matakataku had been invited, aud the acceptance of the former would, depend on the cost. —An endeavour would bo made ■to get the mail contractor for Nelson, Wesport, and Karamea mail 'service so that the steamer might remain one tide at the latter port. — If ou inquiry it was found that sufficient settlement existed on the through route, a mail service would be established to Jackson's Bay' via Wanaka.— A suni of money had been voted and would he made available for extending the telegraph line from Cromwell to Pembroke. To amend " The Dunedin Reserves Management Ordinance, 1867 " (Fish). Lyttelton Harbour Board (Wright). To increase the Representation of Maori People in the House of Representatives of New Zealand (Hobbs). Mines Act 1877 Amendment (De Lautour). Bill to regulate the "Width of Streets and Roads (J. W. Thomson). IIANSARD. Mr Feldwick moved the adoption of the Reporting Debates Committee's report recommending the issue of a daily Hansard. Mr Hall moved, as an amendment, That it be issued not oftener than four times a week. He argued that under the daily system members would be prevented froni revising their ! speeches, and inaccuracies would go forth under the pretence of an authorised version. — The House divided on the original motion. — Ayes, 20 ; Noes, .52. — Mr Macandrew moved, as a further amendment, That the free issue of Hansard be discontinued, and a charge of,, one penny be made for every four copies. — The House divided on Mr Macandrew's amendment — Ayes, 28 ; Noes, 43. FINANCIAL STATEMENT. Mr Rolleston said that, in consequence of the continued indisposition of Major Atkinson, the Financial Statement would not be delivered to-night., To all appearance Major Atkinson would not be able to make the statement till Friday night. If able before then arrangements would be made for its delivery. The House resumed at 7.30. PUBLIC WORKS STATEMENT. Mr Johnston said he would, on Friday, state when the Public Works Statement would be delivered. He hoped it would be next week. The Waikato Confiscated Lands Bill (second reading) was moved by Mr Bryce, and supported by Messrs Sheehan, Te Wheoro, Tawhai, Whitaker, and Sir George Grey, and agreed to. The Trade Marks Act Amendment Bill and Public Works Act Consolidation Bill were read a second time without debate. The rest of the evening was spent in Committee on the Industrial Schools Bill.
