SURRENDER TERMS

TO BE IMPOSED ON GERMANY. UNITED STATES PREPARING MEMORANDUM. IBv Telegraph—Press Association— Copyright) NEW YORK. February 7. The Secretary of State. Mr. Cordell Hull, at a Press conference disclosed that ’ the United States is preparing memoranda on the armistice terms to be imposed on a defeated Germany by the United Nations. The “HeraldTribune’s” Washington correspondent says it is understood that the American memoranda include demands for unconditional surrender, total demobilisation, immediate surrender of the war criminals for trial near the scenes of the atrocities, and safeguarding of Hitler and other Nazis for later punishment by the Allies. The correspondent adds that Mr Hull’s remarks do not mean that a German request for an armistice is in the offing, since no one seriously belives that Germany will do anything but fight on to the end. The preparation for the armistice merely shows that the military authorities are taking care of all contingencies.
