The House of Representatives Elections Committee, voting 7 to 5. rejected all the proposals for a uniform Federal ballot for members of the armed services. The committee adopted modified measures leaving the soldier vote problem to the States. Three Democrats and four Republicans combined to defeat the Federal ballot proposals, while five Democrats supported the Federal ballot. The chairman of the Committee (Mr Worley) announced his intention of carrying the fight for the Federal ballot to the floor of the House. He said the committee’s action means the majority of the eleven million members of the armed forces have not a vote at next election. “This action,” he said, “will injure their morale more effectively than enemy bullets, bombs and propaganda.” He added, that both the Army and Navy had told the committee it would be impossible to get State ballots to any appreciable number of soldiers overseas, under 48 different States' systems.
