BRITISH TRADES CONGRESS RESOLUTION TiME FOR OFFENSIVE IN EUROPE. MATTER FOR COMPETENT AUTHORITIES. (British Official Wireless.) (Received This Day, 10.35 a.m.) RUGBY, September 10.
