SOVIET SPOKESMAN ON REPLY. DOES NOT MERIT ATTENTION. LONDON, November 16. Asked for the Soviet’s opinion of the Finnish reply to the United States, the Soviet spokesman, M. Lozovsky, said: “It contains so much distortion and lies that the imprint of Germany is clearly discernible. The Finnish Government has again demonstrated that Finland has ceased to exist as an independent State, and the Note does not merit attention.”
