FEDERAL ACTION
CHALLENGED IN QUEBEC. ELECTION ANNOUNCED BY PREMIER. By Telegraph—Press Association—Copyright OTTAWA, September 25. The Premier. Mr Duplessis, announces that Quebec will hold a provincial general election on the Federal war legislation’s alleged invasion' of constitutional rights.
The Federal Government actually made the utmost effort in its war measures to avoid the racial cleavage caused in the World War by the introduction of conscription. Regulations controlling finance and industry authorise much regimentation, but have been applied in a lighthanded manner. The purpose of the exchange control, which has apparently given Mr Duplessis the excuse for claiming that Quebec's autonomy has been infringed is to conserve the Canadian financial resources. It is an emergency measure and strictly constitutional.
