NEUTRALITY POLICY
PROPOSALS IN UNITED STATES MR CORDELL HULL URGES CHANGES. LETTERS TO COMMITTEE CHAIRMEN. By Telegraph—Press Association—Copyright. WASHINGTON, May 28. Seven proposals for inclusion in any legislation designed to keep America out of war are urged by Mr Cordell Hull, Secretary of State, in letters to the chairman of the Congressional Foreign Affairs and Foreign Relations Committees. He urges: (1) Abolition of the existing automatic arms embargo in the Neutrality Act. (2) Prohibition against American vessels entering areas of combat. (3) Restrictions on travel by Americans in such areas. (4) The transfer of the title to foreign purchase of all exports to any belligerent Power. • (5) Prohibitions against loans and credits to belligerents. (6) Control over the solicitation of funds for belligerents. (7) The continuation of the munitions control board for the regulation of arms traffic. This is the first authorised statement of the Administration’s policy regarding neutrality.
