PROPOSED GENERAL DIS. ARMAMENT.

London, March 21. The suggestion to consider the question of a general disarmament of all the European Powers, in order to relieve the terrible strain which Europe is at present laboring under, is meeting with much favor. It was recently urged that the Pope should call a congress on the subject. Turkey has now taken the matter up, and her representatives in the varioua European capitals are sounding the Powers with a view of ascertaining whether the proposal would meet with their approval. March 22.

The festivities at Berlin in connection with the birthday of the Emperor took place today, and were of tha most brilliant character. Immense popular enthusiasm was displayed throughout the Empire. 4000 students took part in a torchlight procession. The arrest of Father Keller has created great sensation in the extreme Irish States, and has had the effect of stimulating increase of contributions to the National League fund.

Mr W. H. Smith in the House of Commons moved that precedence bo given to the Irish Crimes Bill. Ho announced that the proposed Land Bill for Ireland would be divided into two parts, the first of which would be introduced forthwith, and the second at a later date. The latter will deal witli the question of land purchase. He further stated that if the measure was rejected the Government would appeal to the country. The New Zealand Shipping Company’s RM.S. Kimutaka, from Wellington (10th February) arrived at Plymouth this afternoon. The meat cargo is in a satisfactory condition. Messrs Jacomb, Son and Co. have 9000 bales catalogued, of which a third is from New South Wales. Bidding was keen and well sustained. Prices were about equal to February closing rates, crossbreds being rather firmer.
