South Wairarapa County Council.

The ordinary meeting oi this Council took place at Carterton, on Saturday. Present Crs H. Bunny (in the chair), J. Martin, jun., H. Braitbwaite, H. R. Bunny, AV. C. Buchanan, A. Matthews, J. Tally, C. Phillips. The minutes of the previous meeting were read and confirmed. The Treasurer’s report was read. INWAKD COaBEfIPOSDENCE. On the motion of Cr Bnobanan, seconded by Or Matthews, the application for the transfer was granted. 1 CONVERSION OK DEBENTURES. Cr H R Bunny moved and Cr J Tally seconded, That the stock be inscribed or converted according to the Colonial Troa- j tutor's option. Carried, Cr Phillips only { expressing an objection to local bodies being ( saddled with a debt for no many yean even at such a small percentage of interest. THE CHIEF SURVEYOR AND THE BRIDLE TRACS. Cr H R Banny said it was a monstrous : thing that the Council could not get such a 1 work as the Kaiwhata bridle track passed because the Chief Surveyor (Mr Merchant's) duties were so urgently required in another direction as to not allow of bis attendance to the matter. He would suggest that some district surveyor be appointed to inspect the work. It had been completed and should be passed. Cr Phillips suggested that the Counsil should obtain a copy of a work called “ The Triumph of Democracy." It tended to show that a supeiior institution should not be required to do the work that oeuld be done by an inferior or more local body. He considered that book cast a great ridicule upon the system of doing work in New Zealand. GREYTOWN HOSPITAL. In reference to the appeal from the Secretary to the Grey town Hospital, Cr Buchanan moved That the letter be referred to the Wairarapa District Hospital and Charitable Aid Board. The Chairman said the Board would soon be called together, then the question of the Greytown Hospital coold be folly discussed by that body. Or Phillips said it seemed to be the inten> lion to appoint County Hospitals. He objected to that system. Cr Bunny said at all events the financial position of the Hospital must be considered by the District Hospital Board, and the letter would be laid before the Board at their next meeting. Cr H R Bunny seconded Or Buchanan’s motion which was cairied. SLAUGHTER BOUSES. The matter of the appointment of slaughter house Inspectors was next considered and a letter was read from the Police Department acknowledging receipt of bylaws. Letters were also read from the Feat hers ton Road Board and, the Taratahi Road Board strongly recommending that the police should be appointed Inspectors. Some considerable disa cnssioo ensued in reference to the appointment of the various local constables as Inspectors of Slaughter bouses. Cr H R Runny said the matter was simple enough, each constable could look after his own district. The Chairman said a letter should be sent to each of the local bodies asking them if they would appoint the local constable. Cr Phillips said he would rather that one constable be appointed lor the whole county, say Constable Darby, the Carterton constable; for instance they could not expect the Martinborongh Constable to be in attendance at the meetings of the County Council, and it w.3 only proper that the slaughter house 1;..-' peeler should be present personally to answer any questions when the Board met, ho would move that the Carterton Constable bo appointed ; the motion not being seconded Cr Phillips withdrew it. Cr H R Bunny moved that tbs' constables be appointed in their respective districts, Cr Phillips said there wonld be any amount of informalities if the motion was adopted. Cr Matthews seconded the motion, which was carried, In answer to a question, the clerk said the fees were very light (£1 only) and if £S per annum for each inspector were allowed the fees would not pay the carrying oat of the by-law ; there was certainly something to do as the inspector was expected to go ronnd and inspect the various slaughter houses every month and send in a monthly report. Cr Buchanan moved that the fees be the remuneration. Seconded by Cr H. R. Bunny, and carried. Cr H. R. Bunny moved ibat a coat of paint be put on the Wainniorn bridge, and that the iron work be adjusted. Seconded by Cr Buchanan, and carried. LOANS TO PUBLIC BODIES. Or Martin asked what data the Council had lot fixing the amount applied for under the Act. The clerk explained the matter as to how the Council arrived at the estimate. Cr H. R. Bunny thought it would be advisable to proceed to call for tenders for the works to be done as soon as possible. He thought, for instance, that a contractor at Waiuuioru who had just completed some work might give an advantageous tender if he could go on with the work before the bad weather set in. He would move that tenders be called for the work forthwith. Seconded by Cr A Matthews with the addition that the Works Committee be requested to take the matter in hand and carry it out; no tender to be definitely accepted until the poll is taken. The motion, with Cr Matthews' additions, was put and carried. The Engineer (Mr King), in reply to a question put by Cr Buohanan, said work was more easily carried out in the good weather, and he generally advocated pushing on with work before the wet season set in, although it was more profitable to the Council to undertake road works after the wet season commenced, as when wet weather commenced slips occurred which were expensive to remove. BOWING GRASS SEED. Cr H R Bunny said that Mr Hales, at the meeting of ratepayers in his district, eugs gested that grass seed should be sown on the bridle tracks where tires had occurred. It was agreed to get grass seed sown on the bridle tracks in that district. MATABAWA BRIDGE, Cr Phillips moved That this Council assist the efforts of the Matarawa settlers in obtaining their bridge. He would suggest that the Council give £lO per annum toward the interest on the expenditure; he thought it exceedingly wrong of the Taratahi Carterton Road Board in refusing to contribute toward the bridge work ; £55 per annum would cover all the interest on the expend! • tore. Cr H R Bunny very much regretted that he should have to oppose the resolution, but would not bo doing his duty to ibo other parts oi the county if ho did not. If the Matarawa people wanted a bridge they should ioiia themselves into a special rating district o, i hnd the money ior themselves. Cr Martiu moved that the engineer be instructed to make a rough survey, to give a rough estimate ol the probable cost of a road to connect Martiuborough Pabaua Road with the Coast Road.
